US$20 a month for PDFs, editable documents and occasional coding: ChatGPT or Claude?

ChatGPT Plus and Claude Pro each cost US$20 with monthly billing, so either can enter the shortlist. Neither gives unlimited usage or includes a separate API bill. Claude documents Word creation and Docs exports directly; ChatGPT documents file creation and revision too, but this review did not establish a specific DOCX export or the visual-processing limits of ordinary chat. That is a difference in evidence, not an output-quality ranking.

The task

Spend at most US$20 in a month without annual prepayment, analyse PDFs, produce documents that can still be edited, and occasionally change code, while keeping desktop, terminal and API bills clear. The budget covers one of these US$20 subscriptions, not both.

This month: US$20/month: the price condition is met. Not a claim about the cheapest paid tier in every region.

Work on the web and the desktop file workflow can create, download and keep revising documents, and Codex reaches the CLI, IDE and web. This does not establish a particular ordinary-chat export format, so confirm the surface you will use if DOCX is mandatory.

  • Your PDF is not tested: ordinary chat limits for size, pages, scans and charts were not established here.
  • Work and Codex share their own allowance and may have weekly limits; do not read that as a universal daily limit for ordinary chat.
  • Extra credits and API use add cost beyond the subscription.

Claude Pro

This month: US$20/month: the price condition is met. The US$200 annual payment is upfront; its roughly US$17 monthly equivalent does not satisfy this billing condition.

File creation supports DOCX, the paid-beta Claude Docs keeps documents editable and exports Word, Markdown, PDF or Google Docs, and Pro includes Claude Code across terminal, IDE, desktop and browser sessions.

  • PDF handling depends on length: the upload guide distinguishes text and visual processing up to 100 pages from text-only processing at 101-1000 pages, and longer files cannot use that path. Size and context limits still apply.
  • Chat and Claude Code share subscription usage, with rolling five-hour and weekly limits; document creation consumes allowance too.
  • Code changes and command execution still need human review.

How to choose

Check Claude Pro first if a documented Word and Docs workflow is the priority. Check ChatGPT Plus if you want the file workflow alongside Codex, and decide first whether the task runs in ordinary Chat, Work or Codex, because each surface has its own file and allowance rules. Neither route guarantees correct content, citations or code.

Subscription is not API

Both consumer subscriptions exclude separately billed API use, so the US$20 does not cover an API bill. Claude annual pricing, ChatGPT Work limits and local terminal execution also do not establish free API access, and local execution is not proof that code never leaves the device.

Before paying

Record the size, page count and whether a representative PDF depends on charts or scans. Decide whether the deliverable is DOCX, Markdown or another editable format, then check your account surface and remaining allowance. If the budget is strict, do not enable metered extras; wait for the allowance to reset instead. We have not run that upload, export or code regression ourselves.
